Terms of Negotiation

Under our terms of negotiation we would like to petition the Russian government for two exemptions:

  1. Military Service Exemption
  2. First Generation Language Learning Exemption

Military Service Exception

First we would like to obtain a (military service exception) for our first-generation pioneers. The reasoning behind this is that the greatest asset that we could provide for Russian national security is our technology and industrial production. If we sent our best “high-IQ” people to the front lines to be sacrificed as “cannon-fodder” that would be as much of a waste of talent as if Leonardo DaVinci was assigned to paint a barn (instead of painting a masterpiece of valuable artwork).

In South Korea, for example if a company is providing products or services deemed “essential” for national security then these companies can apply for “military exceptions” for key members of their company. Thus these “exceptional members” only have to attend a short military training program to learn the basics but are exempted from the much lengthier training program that other recruits must go through as part of the mandatory military training program of the ROK Armed Forces. Thus the Korean government recognizes the value of human assets serving within industry and technology and innovation development. Thus those who preform specific roles in industry and technology and innovation development who are deemed “essential to national defense” are exempted from much of the military training program of the Korean military.

Cherishing Our High Value People

In the video linked above, [at time stamp 0:55-1:05] President Trump spoke of Elon Musk and the importance of taking care of our “high-value” people.

Trump: “This man is a patriot and we should cherish him. We have to take care of our “high-IQ” people because we do not have too many of them!”

The U.S. government under Trump (2025-2028 presidency) has acknowledged the value of “high-IQ” people like Elon Musk. Elon Musk was a foreign immigrant born outside of the U.S. but has now become one of the most valuable U.S. citizens in the whole country. In the same way, we would like to have our people (foreigners immigrating to Russia) become “high-value” national assets of Russia.

Offering Technology, Innovation, and Automated Industrial Production

Many of the warfighter methods and past military equipment (once deemed valuable during the WWII era) are now largely obsolete. This can be seen in the recent Ukraine war where drone technology has moved to the forefront in warfighting. There were expensive tanks and personnel carriers which were totally destroyed by relatively low cost drones. These drones were created for civilian applications and for aerial photography but were adapted for war-time use. Today, it is now obsolete to field a WWII-type army using military equipment that is not much more advanced that what was used back in those days. Billions have been spent by western nations on military equipment that was touted to be “high tech” but can be destroyed by an inexpensive drone. This type of national defense strategy has to be changed and our technology and innovation and automated industry can provide Russia with both the technology and production capacity needed for their national defense.

Engineering, Innovation, and Industry – Military Exemption) or EI2 Exemption

We would like to apply to the Russian government for an military service exemption for our first generation “civilization building” pioneers. In exchange we will develop the innovation and technology needed for their national defense. The key principle here is that if we make our members extremely valuable then it will not make sense to have them sent to the front and expended as “cannon-fodder” in time of war. By making them of great national value, we can qualify for obtaining a military service exception for them. This could be called and (Engineering, Innovation, and Industry – Military Exemption) or EI2 Exemption. We therefore groom our members to become valuable assets serving in engineering and innovation development and Industrial production. Thus our people will be deemed as a “national treasure” much like the foreign-born Elon Musk is now a national treasure to the U.S. Government. So we want to make our people so valuable that they will be considered as “high value” national assets (even if they are foreigners who migrated to Russia) just as Elon Musk also migrated to the U.S.A..

First Generation Language Learning Exemption

We would also like to petition the Russian government to grant our people a [First Generation Language Learning Exemption]. This means that the first generation of adult people (which move to Russia) will not be required to learn the language. However, the children of our migrant pioneers will be able to learn Russian easily. There are already numerous languages and cultures found within Russia so we can easily adapt a multilingual language program for educating our children to become multilingual. It is a proven fact that children can absorb languages without language study.
